At the time this film was made, motion picture theaters were required to pay a 20% tax on gross ticket sales, and Congress was debating lowering this tax (as well as others) in a bill being considered by a Congressional committee. This film, which was made especially to be shown to members of the committee, sets forth the motion picture industry's case for reducing, if not eliminating, the tax.

At the end of 1954, Eduardo Ducay, Juan Julio Baena and Carlos Saura travelled to the region of Sanabria (province of Zamora) to make a commissioned documentary on the construction of a system of reservoirs. Much of the filmed material was unusable due to a technical problem, but Ducay rescued part of it and combined it with voice-over to construct a work on absences.

We see famed costume designer Edith Head at work on a production. The Costume Designer was part of The Industry Film Project, a twelve-part series produced by the film studios and the Academy. Each series episode was produced to inform the public on a specific facet of the motion picture industry. Preserved by the Academy Film Archive in 2012.
