August 1961. The former Foreign Legionnaire, King, has collected a gang of hooligans, with whom he creates mischief in the GDR. After some careless work on a construction site, an event during which two people lose their lives, they move to a campsite on the Baltic Sea. With sputtering mopeds, loud radios, and occasional outbursts, the gang makes the vacationers' lives living hell. Unfortunately for them, Lieutenant Czernik discovers the connection between them and the accident at the construction site. To stop them from fleeing to West Berlin, Lieutenant Czernik and the police need to arrest them, one at a time, with King as the last.

A lonely hairdresser watches the title sequence of "That Cold Day in the Park" then visits a local park to invite a down-and-out skinhead to his apartment. He draws the silent man a bath and talks to him as he soaks. He locks his guest in a bedroom. Next day, the skinhead leaves through the window and visits his sister, who's making a film called "Sisters of the SLA." He helps with a screen-test. The hairdresser has dreams and fantasies involving the skinhead, the skinhead returns to visit him, and then the filmmaker pays a call on the two men, exposing her brother as faking his silence and pretending a lack of sexual interest. Fantasies can come true.

Luka Banjanin is an unemployed young man living with his parents in Belgrade. He hangs out with few devoted friends who, like him, are yet to find place in a society that discarded young intellectuals. He plays saxophone and dreams about going to Oktoberfest, the annual beer festival in Munich, but he's being unable to get passport because of a smaller drug incident he had in the past. Totally careless about his long-term girlfriend, he suddenly falls for a mysterious woman who seems to appear in the same places as him, and then vanishes as quickly as possible. Believing that he's at the wrong place at the wrong time, Luka wanders from one misadventure to another, gradually losing the contact with reality and living out his own Oktoberfest in his mind.

The matter draws circles until the superiors finally talk about refusal to work. In a small, US costal town with many Spanish speakers, a motorcycle gang arrives on holiday. Also in town to try to reconnect with his pregnant girlfriend, Karen, is businessman Paul Collier. Paul and a leader of the cyclists, J.J., knew each other years before, so when the gang comes upon the couple and, led by the menacing Bunny, beats up Paul and begins a sexual assault of Karen, J.J. tries to intervene: he suggests they hold cycle-riding contests, with the winner claiming Karen (he promises, sotto voce, to set her free if he wins). After the contests commence, Paul crawls away to look for help. He meets with a shrug from a cowardly sheriff's deputy; where can he turn?
