Paul and Virginia are two young lovers who have grown up together from infancy on an island in the Indies. When Virginia is sixteen, her mother receives a letter from a wealthy aunt in Paris, who offers to make Virginia her heir and give her a good education, providing Virginia will, in the future, make her aunt's home her own. Virginia goes leaving Paul brokenhearted at her departure. Virginia tries to be a dutiful niece, but when her aunt insists that Virginia marry a rich nobleman she refuses, and her aunt disowns her sending her back to her island home. Virginia's ship arrives during a hurricane, and despite being only a cable's length from shore, it sinks before help can reach it. Paul almost loses his own life in a vain attempt to save her, but Virginia is lost.

A lost film based on the 'Reign of Terror', a real-life series of several dozen murders committed against the Osage people. 'Tragedies of the Osage Hills' was directed by James Young Deer, the first known Native American film director, and boasted a cast of “hundreds of real Indians.” Described as a dramatic thriller interwoven with a “tender love story”, the film’s premiere in Cushing, Oklahoma occurred just months after the arrest of Ernest Burkhart, the subject of Martin Scorsese’s similarly themed 2023 film 'Killers of the Flower Moon'. The 'Cushing Daily Citizen' described 'Tragedies of the Osage Hills' as having a fictitious ending of the Osage and white men united under an American flag.

Fontaine, Teddy's husband, who is in debt, discovers a letter from Linda indicating her real intentions in marriage and sends it to Roland, who then gives his wife grounds for a divorce but threatens to kill the informer. When Fontaine is killed, Linda and Roland suspect each other, but it develops that Ishtar Lane, who formerly loved Roland, committed the murder, hoping thus to assure his own happiness. Ishtar dies, and the couple are reconciled.

Boone Stallard, elected to the Kentucky Legislature by a mountain district, clashes with Randolph Marshall, a Blue Grass aristocrat who is engaged to Anne, the governor's daughter. Meanwhile, Captain Nathan Levison, returning from the Argonne, is assigned by the Secret Service to investigate New York's radicals. While visiting the Carrolls to announce the imminent arrival of Ruth's brother Davy, who saved Levison's life but lost his foot, Levison falls in love with Ruth. Chagrined, Minski convinces Ruth that Levison plans to arrest her and her grandfather, whereupon Ruth furiously requests that Levison be killed. After Governor Alfred E. Smith signs a bill making it illegal to display the Red flag, the Bolshevists plot to assassinate him, the Mayor of Seattle, and Attorney General Alexander Palmer, but Davy, with other soldiers, break up the meeting.
